Align each form section directly to a scoring rubric criterion before the form is published. If the award weights academic merit at 40% and financial need at 30%, the form should dedicate proportional space and required detail to each. Committees that design the scoring rubric after seeing submissions consistently report lower inter-reviewer agreement and more contested award decisions.
